List of MPs who reside within the constituency they represent

Request

Under the Freedom of Information Act 2000 (FOIA), I request the following information in the form of electronic tabular data (e.g. an OpenDocument Spreadsheet):

A list of every currently sitting member of parliament alongside a yes or no answer to the question of whether or not their official or primary residential address is within the constituency they represent.

I understand that MPs' personal address information cannot be disclosed. This request is for no such information.

In the interest of remaining within the cost limit specified by the FOIA, I refer you to the MapIt UK tool, which allows users to upload a spreadsheet of postcodes and will return the corresponding constituencies. I understand various comparable tools are available.


Response

IPSA does not hold a list of MPs’ primary residential properties and whether these fall within constituency boundaries.

Chapter 4 and rules 10.6 to 10.10 of the Scheme of MPs’ Staffing and Business Costs (“The Scheme”) set out the conditions whereby MPs may register properties with IPSA for the purposes of claiming accommodation and security-related costs.

If a Non-London area MP wishes to register a constituency property, IPSA manually checks the postcode against the constituency boundary to see if it falls within the permitted rules at 3.14, that is, whether it is within 20 miles of the constituency boundary. If registration does not meet these requirements or it is not London-based accommodation, the application will be rejected. A record is not kept of which properties lie within constituency boundaries.

A Non-London area MP may choose to register a property in London rather than in their constituency to use when they are in the capital as an alternative to hotel accommodation. The property registered, therefore, might not be a primary residence or within the constituency boundary.

All MPs may register an additional property for security funding, the location of which is determined by the Scheme rules and Police advice. If the advice supports this, MPs may register a property outside London and outside the constituency for security funding.

Therefore, the property which an MP registers with IPSA may or may not be a primary residence and, even if registration is accepted under the definition of ‘constituency’ at rule 3.14, the property may not necessarily be within the constituency boundary. IPSA does not, therefore, hold a list of MPs’ primary residential properties, and whether these fall within constituency boundaries.
