IPSA was created in 2009 by the Parliamentary Standards Act to regulate MPs' staffing and business costs, determine MPs' pay and pension arrangements, and provide the financial support necessary for MPs' to perform their parliamentary duties in their constituency and at Westminster.

A Netflix subscription would not, therefore, be a claimable cost, as it has no parliamentary purpose.
