Under the MPs’ Scheme of Business Costs and Expenses (‘the Scheme’), MPs may claim the costs of incidental expenses of volunteers. MPs who engage volunteers must submit a signed agreement with the volunteer to IPSA before claims for incidental expenses can be claimed. You can view a model volunteer arrangement on our website via this link. Incidental expenses are limited to reasonable travel and food, and non-alcoholic drinks.

Paragraph 1.1 of the Scheme states that all claims for reimbursement under the Scheme must be supported by evidence. Please find attached copies of the receipts submitted in support of the claims requested.

Section 40 – personal information

The names of staff members is ‘personal data’, as defined by the Data Protection Act 1998 (DPA). Section 40(2) of the FOIA provides that personal information about third parties (as defined by the DPA) is exempt information if disclosure would breach the fair processing principle (Principle 1) of the DPA, where it would be unfair to those persons or is confidential. We believe that the disclosure of the personal data of junior staff members would not be fair, and disclosure would therefore breach the fair processing principle.
