Response
IPSA holds the information that you request.
Under the MPs’ Scheme of Business Costs and Expenses (‘the Scheme’), MPs may claim the costs of incidental expenses of volunteers. MPs who engage volunteers must submit a signed agreement with the volunteer to IPSA before claims for incidental expenses can be claimed. You can view a model volunteer arrangement on our website via this link. Incidental expenses are limited to reasonable travel and food, and non-alcoholic drinks.
Paragraph 1.1 of the Scheme states that all claims for reimbursement under the Scheme must be supported by evidence. Please find attached copies of the receipts submitted in support of the claims requested.
Some of the receipts contain the names of individuals and details of payment cards. This information is ‘personal data’, as defined by the Data Protection Act 1998 (DPA). As such, we have removed such information from the images of the receipts, in accordance with section 40 of the FOIA. For reference, section 40(2) provides that personal information about third parties is exempt information if disclosure would breach the fair processing principle (Principle 1) of the DPA, where it would be unfair to those persons or is confidential. You can find out more information about personal data and FOI via guidance from the Information Commissioner’s Office (ICO), which can be found via this link.
