IPSA does not hold the information that you request.

Under the MPs Scheme of Business Costs and Expenses (‘the Scheme’), MPs can claim the premium for employment practice liability insurance through the Office Costs Expenditure Budget. In claiming, MPs have two options:

  1. purchase the insurance themselves and then claim reimbursement for the cost from IPSA, or

  2. register for an IPSA-facilitated purchase arrangement, in which IPSA pays the supplier directly, and the premium is automatically deducted from the MP’s Office Costs Expenditure or Staffing budget. The premium is renewed annually.         

As Mr Ruffley’s purchases the insurance through the IPSA-facilitated purchase arrangement, payments are made directly to the supplier and we do not require the submission of a receipt or invoice.

Prior to the 2012-13 financial year, the purchase of this insurance was facilitated by the Policy Research Unit Limited. MPs who registered for the direct payment scheme were automatically transferred over to the IPSA-facilitated purchase arrangement in 2012-13 and their payments continue to be automatically renewed each year. As Mr Ruffley registered for the direct payment scheme prior to 2012-13, we do not hold his registration documentation.
