Please find attached in Annex A an extracted copy of the minutes recorded during the meeting of the Contingency Application Panel on 17 May 2013. It was agreed that while Mr Leech had not been fully informed that “back-dating” did not also mean “back-accruing”, but it was not possible to adjust this, due to the accounting system we use. In any case, it did not leave Mr Leech in a worse position as his overspend was now discharged. He would have the full budget of £137,200 this year.
[REDACTED] to respond.
