In IPSA’s view, the information you have requested is exempt under section 40 (personal information) of the Freedom of Information Act (FOIA), as the names of junior members of staff who work, or who have worked, at MPs’ offices constitutes personal data.

Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle (Principle 1) of the Data Protection Act 1998 (DPA), where it would be unfair to those persons or is confidential. The names of some staff members are published in the Register Of Interests Of Members' Secretaries And Research Assistants, which assists in providing information on any financial or non-financial benefit received by a MP which might reasonably be thought by others to influence their actions, speeches or votes in Parliament or influence their actions taken in their capacity as a Member.  This can be found on the Parliament website.
