I would like to know the name of Jenny Chapman's landlord before she stopped claiming rental allowance.

In responding to your request, we have considered whether any of the relevant exemptions under the FOIA apply, notably Section 40(2) which relates to the release of personal information.  In order to be in a position to do so, it has been necessary to Ms Chapman and to ascertain whether:

  1. the release of the information would immediately, or clearly lead to, the address of their rental accommodation;

  2. the MP had specific, and evidenced security concerns that require IPSA to take additional steps to protect the identification of the address. In line with our agreed policy, such concerns have to be supported by the police and/or security agencies. 

In addition, we needed to consider, in the case of each landlord, whether any of the relevant exemptions under the FOIA applied.  In order to do so, it has been necessary to contact each landlord and provide them with an opportunity to make representations.

On this occasion, we have come to the decision that none of the relevant exemptions under the FOIA apply.

Therefore, in response to your request, we can confirm that the name of Jenny Chapman’s landlord before she ceased to claim accommodation expenditure was Maria Novella Rosalia Parlato (c/o Chesterton Humberts).
