Expenses claimed by IPSA's Board and the Senior Leadership Team

Request

I would like to see all expense claims submitted by the IPSA Board members to date in the financial year 2010/11.

For the same period I would also like to see all the expenses paid directly by the IPSA for Board members

I would also like to see the same information for the Chief Executive, and senior staff, by senior staff I mean as referred to on your website here: http://www.ipsa-home.org.uk/docs/Senior%20staff%20salaries.pdf

I would also like all invoices and receipts to back up those claims and payments, and a description of each claim/payment.

Response

You requested details of expense claims made and reimbursed in 2010-11, as well as copies of receipts and invoices supporting these claims.

IPSA routinely publishes the expenses claimed and paid to IPSA’s Board members and senior management on its website (senior staff business costs). IPSA has already published details of the expense claims of Board members and of members of the senior management for the first three quarters of the financial year (April – December 2010). The information you have requested is therefore exempt from disclosure under section 21 of the FOIA (information accessible to applicant by other means) because the information can be found on IPSA’s website.

Details of fourth quarter expense claims (January – March 2011) will be published in the next month. We therefore take the view that this information is exempt under Section 22(1) of the FOIA (Information intended for future publication).

With regard to your request to have sight of the supporting documentation for expense claims, IPSA has provided these for the period April – December 2010 in a previous Freedom of Information request, details of which are published on IPSA’s website. The information you have requested is therefore exempt from disclosure under section 21 of the FOIA (information accessible to applicant by other means) because the information can be found under the folder wFOI2011-043 on IPSA’s website.

Copies of supporting documentation for claims made in the final quarter will be published at the same time as the claims register in the next month. We therefore take the view that this information is exempt under Section 22(1) of the FOIA (Information intended for future publication).
