Prior to the introduction of the revised MPs’ Expenses Scheme on 1 April 2011 IPSA did not record whether MPs’ employed apprentices and therefore do not hold the requested information prior to this date. Since April we have started registering this information.

I can advise that, to date, one MP has advised IPSA of the engagement of an apprentice. We are, however, withholding the name of the individual MPs, employing the exemption under section 40 of the FOI Act as the information constitutes personal data. Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle (Principle 1) of the Data Protection Act 1998 (DPA), where it would be unfair to those persons or is confidential.
