Whether IPSA's expenses system is subject to VAT

I can confirm that IPSA is not registered for VAT. Its funding, agreed by the Speaker’s Committee, includes the cost of VAT on the purchases of goods and supplies. Reclaiming VAT is not possible for non-registered VAT organisations, such as IPSA.
