Response

I will respond to each of your questions in turn.

  • Can you please tell me which individuals make up IPSA.

IPSA publishes the information you have requested on our website, which both provides the names and biographical information of IPSA’s Board Members. You may view the information via the following link to the About Us section of our website: http://parliamentarystandards.org.uk/About%20Us/Pages/Board-members-and-chief-executive.aspx

The FOIA states that information that is accessible by other means is not subject to release. Therefore, as the information you have requested is already available on our website, it is exempt from disclosure under section 21 of the FOIA (information accessible to applicant by other means).

  • Did they go to Eton?

  • Did they go to Oxford?

IPSA holds personal background information submitted by employees during the application process. The information is personal data. Section 40(2) of the FOIA provides that personal information about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle (Principle 1) of the Data Protection Act 1998 (DPA), where it would be unfair to those persons or is confidential. For further information, you may wish to visit the UK Legislation website.

  • Were they in the Bullingdon club?

IPSA does not hold this information.

  • How do they ensure independence and how were they chosen to represent the electorate? Who did the interviews?

The statutory process for the appointment of Board members was established in Schedule 1 of the Parliamentary Standards Act 2009. I have attached a copy of Schedule 1 for your reference. Information on the most recent appointment to IPSA’s Board is detailed in an Explanatory Memorandum prepared by the House of Commons vote office. Please also find attached a copy of that memorandum.
