The authorisation of salary payments to Nadine Dorries

“who has authorised the payment of parliamentary salary and pension benefit to this lady (Nadine Dorries) in 2012 for the time she was on non-public duty last year.”
Response
In response to your request, I can confirm that IPSA’s powers are to pay MPs’ salaries. These powers are set out in Section 4 of the Parliamentary Standards Act 2009, as amended by the Constitutional Reform and Governance Act 2010.
The legislation sets out that we may only pay salaries to MPs who have made and subscribed the oath required by the Parliamentary Oath Act 1866. While a person remains an MP and has subscribed the oath, they will continue to receive a salary, even if they are out of the country or engaged on other duties.
