IPSA holds the information that you request.

In your requests, you asked for the name of the individual or company the money was paid to.  We have interpreted your FOI requests to ask for the names of the individuals or companies the services were provided by. 

Please find at Annex A the names of individuals or companies that have provided a service to MPs for the respective claim numbers you have requested, accompanied by the information already published on our website describing each claim.

It should be noted that IPSA pays claims for business costs and expenses by a variety of methods – by reimbursement to the MP, via the payment card and direct to the supplier – and, therefore, not all payments are made direct to suppliers.

Taking the remaining two requests in turn:

  • FOI2013-A169 - With reference to Sadiq Khan's claim for £2515.63 for computer software on 29/7/11, reference number 108693, for what reason was the money repaid? Did IPSA request the money be repaid or did Mr Khan repay the money voluntarily? When was the money repaid?

Mr Khan had purchased CMITS casework software that proved unsatisfactory. When the software was returned, he received a full refund from the company and therefore reimbursed IPSA his original claim.  Mr Khan repaid the £2515.63 voluntarily on 20 September 2012.

  • FOI2013-A173 - Between 1st April 2012 and 30th September 2012, which expenses claims have you queried, why did you query them, what explanation was given by the MP in question, and was the money repaid?

Claims for reimbursement can be queried via letter, email or over the phone.  We undertook a test to estimate the amount of time it would take to locate, retrieve and extract this information from the information we hold.  We estimate that it would take us considerably over the appropriate cost limit of £450 (part 1 of Schedule 1 of the Freedom of Information Act).  Consequently, IPSA is not obliged to respond to your request (see section 12(1), FOIA).
