Please find below four separate requests for information to be released to me under the provisions of the Freedom of Information Act 2000.

  • What pay progression is envisaged for IPSA staff?
  • What staff training costs have been incurred since its formation?
  • How much the software for expenses processing a.)cost b.) who supplied it and c.) what servicing and follow on costs are expected?
  • Please confirm whether staff who transferred from the House of Commons Department of Resources had their terms and conditions protected under TUPE arrangement or other such arrangements.

Question 1: What pay progression is envisaged for IPSA staff?

This has not yet been determined.

Question 2: What staff training costs have been incurred since its formation?

IPSA’s staff training costs amounted to approximately £14,000 to 31st March 2010. Staff training costs since April 2010 will be reported in IPSA’s forthcoming annual report. Therefore, in IPSA’s view, the information you have requested is exempt under Section 22 of the FOIA (Information intended for future publication).

Question 3: How much the software for expenses processing a.)cost b.) who supplied it and c.) what servicing and follow on costs are expected?

IPSA selected their ICT Systems provider following a structured procurement exercise run through OGC Buying Solutions. A number of specialist ICT providers bid for the work and were evaluated against pre-agreed criteria by a selection panel made-up of IPSA Directors and ICT staff working for IPSA. OGC maintained an oversight of the procurement. The final solution selected following demonstration and customer endorsement was expense@work, provided by systems@work Limited.

You also request information relating to the costs of the software used by IPSA to process claims. In IPSA’s view, the information you have requested is exempt under Section 22 of the FOIA (Information intended for future publication). IPSA will publish information on its expenditure, including the costs of the construction, maintenance and associated costs of the online expenses system in its forthcoming annual report.

Question 4: Please confirm whether staff who transferred from the House of Commons Department of Resources had their terms and conditions protected under TUPE arrangement or other such arrangements.

I can confirm that staff who transferred from the House of Commons Department of Resources did so under the Cabinet Office Statement of Practice on Staff Transfers in the Public Sector (COSOP). This is the public sector equivalent of the Transfer of Undertakings (Protection of Employment) Regulations (TUPE).
