I request the following information under the Freedom of Information Act:

  1. All documents including, but not limited to, minutes notes, memoranda, emails and policy documents relating to the setting ip [sic] of IPSA's Implementation Advisory Panel and to the selection of the members of the panel.

  2. All communications with the Data Protection Commissioner relating to or discussing

    1. information to be required from Members of Parliament

    2. the publication of such information.

I can confirm that IPSA holds the information that falls within the description specified in your request. You requested all documents including, but not limited to minutes notes, memoranda, emails and policy documents relating to the setting up of IPSA's Implementation Advisory Panel and to the selection of the members of the panel.

I attach the following documents:

  • Three internal emails discussing the setting up of the IPSA Implementation Advisory Panel.

  • Six emails in which an IPSA official has approached various organisations or individuals and invited them to consider taking part in the panel.

  • An invitation by Andrew McDonald to the first IPSA Implementation Advisory Panel Meeting

  • IPSA Panel Presentation at the first IPSA Implementation Advisory Panel meeting

  • IPSA Implementation Advisory Panel Draft Terms of Reference

The names of junior officials, email addresses and telephone numbers have been redacted as they are not considered relevant to your request and constitute personal data.

You also requested all communications with the Data Protection Commissioner relating to or discussing: a) information to be required from Members of Parliament; and b) the publication of such information.

I attach six documents that relate to communications IPSA has had with the Information Commissioner’s Office for your information. Two attachments contain short email correspondence relating initial contact with the Information Commissioner’s Office. Three further documents are the scanned images of handwritten notes taken at subsequent meetings held to discuss IPSA’s publication scheme. The remaining attachment is a document containing the Information Commissioner’s response to IPSA’s consultation paper on our publication proposals. Officials’ names have been redacted as they are not considered relevant to your request.
