IPSA staff names, job descriptions and bonus payments

Please accept the following questions as a request for information under the FOI Act:

  1. Please release the names of staff and job descriptions for all posts at IPSA, or IPSA Implementation Programme, earning over £30,000 per annum. Please also include this information for all contractors, consultants, and interim staff who earn over £200 per day again whether at IPSA itself or on the implementation programme.

  2. Please release details of all bonuses paid to staff in either team – by bonus I mean monetary or other reward, and of the value of £20 or above. By details I mean the value of the reward what it was for who it awarded to, who decided there should be an award, and what the criteria are for not making these decisions.

Your request has been handled under the Freedom of Information Act 2000 (FOIA). I can confirm that IPSA holds the information that falls within the description specified in your request.

In IPSA’s view, the information you have requested is exempt under Section 40 of the FOIA (personal information), as the information constitutes third party data. Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle contained in the Data Protection Act (DPA), where it would be unfair to that person or is confidential.

However, remuneration information for Directors and Senior Management will be made available in due course. In IPSA’s view, this information is exempt under Section 22 of the FOIA (Information intended for future publication). IPSA will publish remuneration information for Directors and Senior Management
