Response

I can confirm that we hold information relevant to your request. Please find accompanying this letter copies of correspondence in answer to question 1.

IPSA received 33 responses in total, some included additional counter-signatories. Please note that a small amount of information has been redacted from some documents where it is the signature of the MP or the name of a member of MP or IPSA staff. This information is subject to a Refusal Notice under section 40 of the FOIA because it is personal data. Documents which have not been redacted have “nc” at the end.

At the time the consultation was sent to MPs they were informed that, if they wanted their response to be treated as confidential, then they needed to indicate this clearly in their response; we would not quote from confidential responses or attribute the views in them to any particular respondent. Of those received one respondent asked that their response remain confidential. This information is therefore subject to a Refusal Notice under section 41 of the FOIA.

Section 41 – information provided in confidence

This exemption applies where information has been provided to a public authority from another person and that disclosure of the information would constitute a breach of confidence. The person affected could then bring an action in court for the breach and this action would be likely to succeed.

With regards to questions 2 and 3, IPSA does not hold any information as we did not receive any correspondence from the Government or House of Lords.
